Robert B. Margolis, CEO of TM Associates Management, Inc. and Vice President of T.M. Associates, Inc.  Robert has more than 20 years of real estate development and property management experience.  He graduated from American University with a Masters degree in Business Administration, School of Finance and a Bachelors Degree in Real Estate and Construction Management from the University of Denver.  Robert has been involved in the ownership, as general partner, in the development and preservation of over 100 HUD and USDA-Rural Development (formerly Farmer’s Home Administration) subsidized housing projects (over 5000 units) targeted at low and moderate-income families and the elderly.  Every apartment development that Robert is involved with continues to provide quality housing for low and moderate-income residents.  Mr. Margolis takes an active role in the affordable housing industry and sits on the Board of Directors of the National Council of Affordable and Rural Housing (CARH) as well as a Bermuda-based property and liability insurance corporation. 


 

Lester Severe, President of TM Associates Management, Inc., has more than 25 years of property management experience.  He holds executive certification as a National Affordable Housing Professional.  Mr. Severe graduated from the University of Maryland with a degree in Accounting and is a Certified Public Accountant.  His management expertise ranges from luxury townhouse units to low and moderate-income conventional and subsidized housing.  Mr. Severe has taken an active role in improving the quality of life in communities in which he is involved.  Lester is a member of the National Council for Affordable and Rural Housing and has a leadership role in the West Virginia Council for Affordable and Rural Housing.  Lester is a Certified Occupancy Specialist in HUD and has earned the Star Certification in RD Section 515.  He also has achieved the C4P certification for tax credit programs.

 


 

Shelley Severe, Vice President and Controller of TM Associates Management, Inc., has more than 25 years experience in the real estate industry.  Shelley is a graduate of the University of Maryland with a degree in Accounting and is a Certified Public Accountant.  She is a Real Estate Broker and maintains Real Estate Broker's Licenses in the states of Maryland, Pennsylvania, Virginia, West Virginia, North Carolina and the District of Columbia.  Shelley is also a Certified Occupancy Specialist in HUD and has earned the Star Certification in RD Section 515.  She also has achieved the C5P certification for tax credit programs.  In addition to many years of experience in residential real estate, Shelley has secured construction financing in excess of $250 million and has been a guest speaker on the topic of Real Estate Financing at seminars sponsored by the Northern Virginia and Suburban Maryland Home Builders Associations.


 

Theresa McDowell, Director of Risk Management and Human Resources for TM Associates Management, Inc.  She is responsible for these areas of expertise for the entire TMAM portfolio located in Maryland, Virginia, Pennsylvania, New York, West Virginia, Ohio, North Carolina, Kentucky and Delaware.  Theresa works closely with the President and Regional Managers to monitor all aspects of property management at the TMAM communities.  All insurance related matters for communities and employees are administered by Theresa.  Theresa has been with TM Associates Management, Inc. since 2001.  Prior to joining TM Associates Management, Inc., Theresa gained more than 30 years of administrative services expertise in several different arenas, including higher education at the University of Maryland, technology at Hewlett Packard and Data General, medical at Cryomedical Sciences and publishing at Phillips Publishing.  Theresa focuses on two of the most important assets at TMAM – resident satisfaction and employee relations.  One of her primary focuses is working with residents regarding reasonable accommodations, fair housing and grievances.  She works across all levels of TMAM to resolve both employee and/or resident issues.
